Selecting provincial leaders is a fraught task for authoritarian regimes. Although central authorities more readily trust provincial leaders with close ties to the center, such loyalists may lack the local knowledge and connections necessary to govern adeptly. Using an original data set on the tenures and backgrounds of China’s provincial party standing committee members, this article explores how Beijing fine-tunes provincial leadership teams to resolve this dilemma. The analysis challenges the conventional wisdom that Beijing exerts its tightest personnel control in (...) strategically important provinces. It shows that Beijing tolerates significant embeddedness of local leadership in provinces with complex governance challenges even when these provinces are important. Moreover, it finds that when the center reasserts control through appointments of loyalist personnel during times of crisis, it does so in a balanced manner. These calibrated personnel strategies highlight the extent to which authoritarian systems rely on local expertise and experience as well as top-down control. (shrink)

People often use indirect speech, for example, when trying to bribe a police officer by asking whether there might be “a way to take care of things without all the paperwork.” Recent game theoretic accounts suggest that a speaker uses indirect speech to reduce public accountability for socially risky behaviors. The present studies examine a secondary function of indirect speech use: increasing the perceived moral permissibility of an action. Participants report that indirect speech is associated with reduced accountability for unethical (...) behavior, as well as increased moral permissibility and increased likelihood of unethical behavior. Importantly, moral permissibility was a stronger mediator of the effect of indirect speech on likelihood of action, for judgments of one's own versus others' unethical action. In sum, the motorist who bribes the police officer with winks and nudges may not only avoid public punishment but also maintain the sense that his actions are morally permissible. (shrink)

Anglo-American approaches to Aristotelian metaphysics have been deeply influenced by the reconstructions of the “Oxford analysts,” most notably of the late G. E. L. Owen. In Owen’s seminal articles, Aristotle emerges—like the later Plato of G. Ryle and J. L.Ackrill—as a primitive exponent of analytical methodologies. The principles of Aristotelian metaphysics—being, unity, identity, essence, accident—are reconstructed by Owen as foundational concepts implicit in ordinary linguistic practices. This paper revisits Herbert Kliebard's figure of John Dewey in Kliebard's The Struggle for the American Curriculum . The paper argues that, while there are indeed reasons for the disembodied picture of Dewey that emerges from Struggle , such figuration ultimately has an effect that is overly reproductive: It ignores Dewey's efforts to live within and across institutional boundaries so as to reconstruct the practices and interests of the society in which he lived. Using the work of Bakhtin and Dewey, (...) I argue that it is only by such a Deweyan engagement that our own voices will ultimately be able to "ring" or "sound" in novel and potentially radical ways. In this first of two articles on chanting and enchantment we introduce the problem of mass synchronisation via collective communicative action that works to eliminate or lessen independent and critical assessment. Chanting forges a singular ‘collective’ identity with little to no structure that would allow for logical tests such as falsifiability. We argue that this problem can be a fundamental threat to democratic polity, and we offer the Neo-Kantian theory of dimensional accrual and dissociation as an explanation. Venturing into novel terrain poses physical risks to a female and her offspring. Females have a greater tendency to avoid physical harm, while males tend to have larger range sizes and often outperform females in navigation-related tasks. Given this backdrop, we expected that females would explore a novel environment with more caution than males, and that more-cautious exploration would negatively affect navigation performance. Participants explored a novel, large-scale, virtual environment in search of five objects, pointed in the direction of each (...) object from the origin, and then navigated back to the objects. We found that females demonstrated more caution while exploring as reflected in the increased amounts of pausing and revisiting of previously traversed locations. In addition, more pausing and revisiting behaviors led to degradation in navigation performance. Finally, individual levels of trait harm avoidance were positively associated with the amount of revisiting behavior during exploration. These findings support the idea that the fitness costs associated with long-distance travel may encourage females to take a more cautious approach to spatial exploration, and that this caution may partially explain the sex differences in navigation performance. Although many people choose to sign consent forms and participate in research, how many thoroughly read a consent form before signing it? Across 3 experiments using 348 undergraduate student participants, we examined whether personality characteristics as well as consent form content, format, and delivery method were related to thorough reading. Students repeatedly failed to read the consent forms, although small effects were found favoring electronic delivery methods and traditional format forms. Potential explanations are discussed and include participant apathy, participants trying (...) to save time by not reading the consent form, and participant assumptions about consent forms. (shrink)

Previous simulation work on the evolution of communication has not shown how a large signal repertoire could emerge in situated agents. We present an artificial life simulation of agents, situated in a two-dimensional world, that must search for other agents with whom they can trade resources. With strong restrictions on which resources can be traded for others, initially non-communicating agents evolve/learn a signal system that describes the resource they seek and the resource they are willing to offer in return. A (...) large signal repertoire emerges mainly through an evolutionary process. Agents whose production and comprehension abilities rely on a single mechanism fare best, although learning enables agents with separate mechanisms to achieve some measure of success. These results demonstrate that substantial signaling repertoires can evolve in situated multi-agent systems, and suggest that simulated social interactions such as trading may provide a useful context for further computational studies of the evolution of communication. Mobile devices with health apps, direct-to-consumer genetic testing, crowd-sourced information, and other data sources have enabled research by new classes of researchers. Independent researchers, citizen scientists, patient-directed researchers, self-experimenters, and others are not covered by federal research regulations because they are not recipients of federal financial assistance or conducting research in anticipation of a submission to the FDA for approval of a new drug or medical device. This article addresses the difficult policy challenge of promoting the welfare and interests of (...) research participants, as well as the public, in the absence of regulatory requirements and without discouraging independent, innovative scientific inquiry. The article recommends a series of measures, including education, consultation, transparency, self-governance, and regulation to strike the appropriate balance. (shrink)

Beginning in the 20th century, scientific research came to be dominated by a growing class of credentialed, professional scientists who overwhelmingly displaced the learned amateurs of an earlier time. By the end of the century, however, the exclusive realm of professional scientists conducting research was joined, to a degree, by “citizen scientists.” The term originally encompassed non-professionals assisting professional scientists by contributing observations and measurements to ongoing research enterprises. These collaborations were especially common in the environmental sciences, where citizen scientists (...) participated in counting wildlife and measuring environmental conditions. Later, patient groups began to play a more active role in supporting clinical trials and collecting health records from affected individuals. (shrink)

As genomic science has evolved, so have policy and practice debates about how to describe and evaluate the ways in which genomic information is treated for individuals, institutions, and society. The term genetic exceptionalism, describing the concept that genetic information is special or unique, and specifically different from other kinds of medical information, has been utilized widely, but often counterproductively in these debates. We offer genomic contextualism as a new term to frame the characteristics of genomic science in the debates. (...) Using stasis theory to draw out the important connection between definitional issues and resulting policies, we argue that the framework of genomic contextualism is better suited to evaluating genomics and its policy-relevant features to arrive at more productive discussion and resolve policy debates. This article focuses on the social structure of domestic cat colonies, and on the various ways these are represented in ethological literature. Our analysis begins with detailed accounts of different forms of cat societies from the works of Leyhausen, Tabor, and Alger and Alger, and then puts these descriptions into a broader epistemological perspective. The analysis is inspired by the bi-constructivist approach to ethological studies formulated by Lestel, which highlights the position of the ethologist in the constitution of particular animal (...) activities. We propose a third layer should be added to post hoc analyses of ethological enterprises: i.e., the ontological commitments shaping the conceptual framework of a given research. It is through these commitments we find a hierarchical structure in a caged colony of cats, different territorial patterns in the case of urban cats, and egalitarian friendly bonds within the society of a cat shelter. Our critical tri-constructivist approach can be utilized for contemporary biosemiotics as it is centered on a multi-level process of interpretation. (shrink)

Contemporary bioethics recognizes the importance of the culture in shaping ethical issues, yet in practice, a process for ethical analysis and decision making is rarely adjusted to the culture and ethnicity of involved parties. This is of a particular concern in a health care system that is caring for a growing Aboriginal population. We raise the possibility of constructing a bioethics grounded in traditional Aboriginal knowledge. As an example of an element of traditional knowledge that contains strong ethical guidance, we (...) present the story of the Gifts of the Seven Grandfathers. We note a resemblance of this Ojibway teaching to virtue ethics in European traditions, but we suggest that there are also important differences in how these two traditions are currently presented. We hope that further engagement with a variety of indigenous moral teachings and traditions could improve health care involving Aboriginal patients and communities, and enrich the discipline of bioethics. This edited volume is the first specialized book in English about the Swiss zoologist and anthropologist Adolf Portmann. It provides a clarification and update of Portmann’s theoretical approach to the phenomenon of life, characterized by terms such as “inwardness” and “self-presentation.” Portmann’s concepts of secondary altriciality and the social uterus have become foundational in philosophical anthropology, providing a benchmark of the difference between humans and animals. In its content, this book brings together two approaches: historical and philosophical analysis of Portmann’s (...) studies in the life sciences and application of Portmann’s thought in the fields of biology, anthropology, and biosemiotics. Significant attention is also paid to the methodological implications of his intended reform of biology. Besides contributions from contemporary biologists, philosophers, and historians of science, this volume also includes a translation of an original essay by Portmann and a previously unpublished manuscript from his most remarkable English-speaking interpreter, philosopher Marjorie Grene. Portmann’s conception of life is unique in its focus on the phenomenal appearance of organisms. Confronted with the enormous amount of scientific knowledge being produced today, it is even clearer than it was during Portmann’s lifetime that although biologists employ physical and chemical methods, biology itself is not physics and chemistry. These exact methods must be applied according to what has meaning for living beings. If biology seeks to understand organisms as autonomous agents, it needs to take display and the interpretation of appearances as basic characteristics of life. The topic of this book is significantly relevant to the disciplines of theoretical biology, philosophy, philosophical anthropology, and biosemiotics. The recent epigenetic turn in biology, acknowledging the interconnections between organismal development, morphology and communication, presents an opportunity to revisit Portmann’s work and to reconsider and update his primary ideas in the contemporary context. The relationship of humans to other primates – both in terms of abilities and evolution - has been an age-old topic of dispute in science. In this paper the claim is made that the different views of authors are based not so much on differences in empirical evidence, but on the ontological stances of the authors and the underlying ground narratives that they use. For comparing and reconciling the views presented by the representatives of, inter alia, cognitive ethology, comparative psychology, (...) and zoosemiotics, an overarching approach of multi-constructivism is introduced. The paper proposes an analytic model that distinguishes four logical possibilities in representing anthropological difference: Gradualism, Transformativism, Unitarism, and Pluralism. Using this typology, the views of C. Darwin, F. de Waal, M. Tomasello, and T. A. Sebeok regarding the similarities and differences between human and animal capacities for cognition, culture and communication are analyzed. The results indicate systematic differences in the selected narratives by these authors that can be related to the types of underlying ontologies. (shrink)

The social cognition of domestic cats is a scarcely studied topic due to the reputation of the animal as individualistic. Nevertheless, cats are capable of cognitively demanding cooperative activities such as a communal nest-moving. The cognitive abilities of free-ranging cats are evaluated against the background of the shared intentionality hypothesis, proposed by a research group of Michael Tomasello. Although their comparative studies are carried out on chimpanzees, they are valuable as a source of conceptual work linking empirical cognitive studies with (...) the philosophical accounts of joint agency. We critically analyze theoretical cognitive concepts interpreting the triadic interactions of great apes and the collective hunting among chimpanzees. Contrary to the shared intentionality hypothesis, it is argued that cats have cognitive abilities to share attention, truly cooperate and constitute shared meanings. Finally, we introduce the concept of the natural interaction ritual by Randall Collins and outline its significance for our case study about cats as well as for a general biosemiotic theory of the development of symbols. In 2017 we published a paper in this journal proposing a philosophical framework for recognizing ecological communities as natural entities, the Evolutionary Community Concept. That paper attracted a lengthy reply; herein we take the opportunity to clarify critical aspects of the ECC and use a case study to demonstrate how the ECC can be made operational. We maintain the ECC provides a framework useful for establishing objectives associated with ongoing and proposed restoration and conservation efforts.

Studie o sociálním rozumění a sdílení světa nejen u člověka a věnuje se současným diskuzím o povaze sociálního rozumění, zejména v případě nelinguálních tvorů. Nejvýraznější pozice zastává na jedné straně skupina srovnávacích psychologů kolem M. Tomasella, která vychází z filosofů kolektivní intencionality, na straně druhé D. Leavens a K. Bardová, kteří mají blízko k interaktivistické interpretaci problému sociálního rozumění. Bude ukázáno, že rozdíly ve výsledcích empirických výzkumů mají základ v ontologických (...) závazcích jednotlivých výzkumných programů, přičemž důležitou roli hraje vymezení se vůči problému antropologické diference. Studie se táže, je-li možné prostředky filosofi e vědy mezi soupeřícími teoriemi rozhodnout. Na závěr je uvedena možnost biosémiotické reinterpretace mimo-lidského sociálního rozumění na pozadí teorie umweltu. (shrink)

For many decades, researchers have explored the true potential of human achievement. The expertise field has come a long way since the early works of de Groot (1965) and Chase and Simon (1973). Since then, this inquiry has expanded into the areas of music, science, technology, sport, academia and art. Despite the vast amount of research to date, the capability of study methodologies to truly capture the nature of expertise remains questionable. Some considerations include (i) the individual bias in the (...) retrospective recall of developmental activities, (ii) the ability to develop ecologically valid tasks, and (iii) difficulties capturing the influence of confounding factors on expertise. This article proposes that expertise research in electronic sports (esports) presents an opportunity to overcome some of these considerations. Esports involves individuals or teams of players that compete in video game competitions via human-computer interaction. Advantages of applying the expert performance approach in esports include (i) developmental activities are objectively tracked and automatically logged online, (ii) the constraints of representative tasks correspond with the real-world environment of esports performance, and (iii) expertise has emerged without the influence of guided systematic training environments. Therefore, this article argues that esports research provides an ideal opportunity to further advance research on the development and assessment of human expertise. (shrink)

Light metaphors occurring in Chinese philosophy and Stoicism are of special interest for the unique ways they channel potentialities of the self. In this paper I apply ideas from cognitive linguistics to examine selected structural features of these metaphors. I also build on these ideas by presenting a framework regarding affects to assist in disclosing what is at stake for differing Chinese and Stoic technologies of the self. The paper adopts a high-level perspective to see these broad philosophical implications, interleaving (...) discussions of Chinese philosophy (mainly views associated with Daoism), Stoicism (bringing into relief important differences from these views), and contemporary research on socially constructed affects. This “triadic” comparative approach aims to shed new light on some root assumptions built into the projects of self-cultivation that are at the core of Chinese and Stoic worldviews. (shrink)

This paper focuses on the links between Jakob von Uexküll’s theoretical biology and Adolf Portmann’s conception of organic life. Its main purpose is to show that Uexküll and Portmann not only share a view of the living being as an autonomous and holistically organized entity, but also base this view on the seminal idea of the subjectivity of the organism. In other words, the respective holistic principles securing the autonomy of the living being—the Bauplan, for Uexküll; the Innerlichkeit, for Portmann—share (...) an essentially subjective character. Such principles, indeed, express themselves in a centrally directed and formative way; moreover, in organisms endowed with a central nervous system, they also extend their influence on the overt behavioral sphere and on the organism’s capacity to give meaning to the surrounding reality. The conclusion of the article will show how, though starting from this common background, the two authors develop divergent positions on the issue of the anthropological difference. If Portmann emphasizes the special status of the relationship between the human animal and the world, Uexküll tends to see a substantial continuity in the biosemiotic processes through which human and non-human animals constitute their species-specific worlds of experience. In this translation, Watsuji Tetsurō sets out to clarify that which is entailed by “national character”. In his analysis of this idea, Watsuji critically analyses the Marxist interpretation from the perspective of Martin Heidegger. After articulating Heidegger’s concept of being-there [Dasein], Watsuji then criticizes Heidegger’s approach in three regards. Firstly, Watsuji questions whether the most accessible way of encountering things in the world is through concern with work and use. Watsuji’s counter-claim is that protection from the cold itself is more (...) primordial that wearing clothes. Secondly, Watsuji questions whether within-the-world is only to be found in equipment. Watsuji claims that although the cold can be treated as equipment, it is more primordially encountered directly, such as in the form of a cold breeze. And thirdly, Watsuji asks whether being-in-the-world should only be grasped as concern. For Watsuji, we not only encounter things in the world to be used, such as for protection against the cold, but also in terms of “enjoyment” or “sensation.” The importance of this essay is that it provides a link between Watsuji’s early engagement with Heidegger and the development of Watsuji’s own concept of fudō (風土). In this regard, this translation fills a gap in the primary sources available in English and provides the means to understand Watsuji’s critique of Heidegger and how this critique shapes the development of Watsuji’s mature thought. Le programme canadien d’aide médicale à mourir (AMM), qui repose sur une législation ambitieuse et des règlements détaillés, n’a pas réussi à fournir aux Canadiens suffisamment de preuves accessibles au public pour montrer qu’il fonctionne comme le prévoit les exigences de la loi, les règlements et les attentes de toutes les parties prenantes. La loi fédérale qui a été adoptée en 2016 a défini les critères d’éligibilité et mis en place un certain nombre de garanties qui devaient être satisfaites avant (...) de fournir une aide à mourir à une personne afin de ne pas transgresser le droit pénal. La responsabilité du contrôle du respect des critères d’éligibilité et des garanties procédurales a été confiée par le ministère fédéral de la santé (responsable de l’ensemble du contrôle) aux gouvernements provinciaux et territoriaux. Certains gouvernements ont publié des données statistiques concernant le programme, mais aucun n’a encore publié un rapport complet sur le respect des critères d’éligibilité et des garanties, comme l’exigent la loi et les règlements. Cet article explique le processus, explore les raisons possibles de cette lacune et propose quelques suggestions d’actions qui pourraient rectifier cet aspect du programme d’AMM. La responsabilité et la transparence font partie intégrante de la mise en oeuvre du programme d’AMM et les publications des rapports de suivi fédéraux et provinciaux/territoriaux obligatoires constituent une approche importante pour obtenir la confiance dans le programme. Tzv. portmannismus je specifický, v biologii kořenící myšlenkový směr, jehož dosah je v současné době omezen převážně na české země. Řada knižních, časopiseckých a popularizačních prací dokazuje, že na platformě Portmannových myšlenek vznikla v Čechách specifická a originální myšlenková škola. Portmann uznával Darwinovu teorii, upozorňoval však na množství jevů, které si žádají interpretaci sahající za rámec známých darwinistických mechanismů. Mezi zastánci Portmannovy nauky a hlavním proudem darwinistů existuje napětí, které koření v různých pojetích vědy. Portmannismus je často považován za nauku (...) mířící mimo rámec vědy: snažíme se analyzovat oprávněnost takových poukazů a zasadit je do kontextu teorie vědy. Ukazuje se, že přes důležité rozdíly v cílech a užití metodologických prostředků není hranice mezi oběma přístupy ostře dána. Je připomenuta skutečnost, že od okamžiku přenesení Portmannových myšlenek do českých zemí došlo ke generační výměně jejich nositelů. Vychází najevo, že portmannismus lze do jisté míry smířit s hlavním proudem vědy, a to jak z hlediska teoretického a faktického, tak z hlediska sociálního. (shrink)

With his 1951 publication of “Two Dogmas of Empiricism”, W.V.O. Quine launched a series of arguments against the idea that analyticity – “truth in virtue of meaning alone” – could be a philosophically explanatory notion. While his rejection represents a significant philosophical stride in its own right, to which many in the contemporary philosophical scene pay verbal respects, the revolutionary consequences of this insight often go ignored today. Much of current professional philosophy in virtually every sub-discipline carries on as though (...) analyticity were a viable notion, because much of it aims at conceptual analysis – the “discovery” of the meanings of philosophical concepts, such as ‘mind’, ‘truth’, ‘meaning’, ‘person’, and ‘right’. Rejecting analyticity as a viable philosophical notion undermines such efforts insofar as they aim at conceptual analysis. If philosophers give up the notion of analyticity, as they should, they are left with the questions of what goals and methods are viable for the analysis of concepts. One option is to concentrate effort on explication of familiar concepts; explication is an alternative to conceptual analysis in that it does not aim to dig out analytic truths about given concepts. Rather, it identifies what is interesting about a certain vague concept, and generates a new, more rigorous and precise concept to replace the old one. The justification for the replacement, in the most appealing cases, is in the possibilities for understanding that are introduced by the new explication. Examples of explication in my sense are the replacement of ordinary grammatical terms by the operators of first order logic, replacement of ‘game’ with a decision theoretic notion of games in game theory, and replacement of ‘true’ with ‘true-in-L’ in Tarskian semantics. Advances of this sort depart consciously in some ways from ordinary usage of the terms they focus on, but in so departing, they develop new possibilities and perspectives for rigorously understanding the world. In the dissertation that follows, I not only recommend explication as a method, I also put it into practice. I develop an explication of the sameness and difference relations that relies solely on the relation of denotation between a predicate and objects of which it is true. Two things are the same with respect to R just in case there is at least one R-predicate that denotes them in common. I used this explication to develop related explications of similarity and analogy. These latter explications, I use to critique the current fashion of research on similarity and analogy in cognitive psychology. These studies have produced an immense body of interesting and promising work in the past several decades; however, much of the research design and data interpretation harbors philosophical errors and so often imports unjustified prejudices from the researchers themselves. My explication offers alternative formulations of the most salient aspects of these research traditions, formulations that avoid the errors of past research and, more importantly, suggest new research questions and possibilities that would not occur under the previous, philosophically muddled paradigm. The project closes with an application of my explication of analogy to a discussion and critique of the philosophical literature on analogical arguments. While philosophers and logicians have developed workable theories for deductive and inductive reasoning, very little work of promise has been done on analogical arguments. My explication of analogy is used to diagnose the problems of past attempts by philosophers to develop logics for analogical arguments and suggest, in light of the psychological research on analogy and the use of analogies in scientific thought, that philosophers should focus on analogical arguments as creative, heuristic devices, rather than as truth-preserving inference structures.
